ok sot his is one i thought up a long time ago. there are twelve hills and in the center is a valley. each hill has a living area of some kind - a big house or a bunch of houses? idk - for beings who represent the zodiac signs associated with that hill. there is not only one being for each sign, there are many. whole communities in fact. they only live on the zodiac hills though. all their shopping and jobs and restaurants and such are in a large area in the valley. this is where the different signs can interact with each other. i was also thinking that they could ether have some powers or a physical characteristic to associate them with their sign?
there are some character rules for this. you can't have more than one character in the same sign (there are twelve signs, we can't afford to have someone with all their characters in under one sign). also characters would have to have at least one personality trait that the chosen sign is associated with. (eg. leo and outgoingness, vanity or pride.)
